Allow backdating of Repay Loan

Currently the Repay loan feature defaults to the date of the data entry. This
wouldn't be such an issue, but if the MFI forgets to record the repay loan on
the day of the center meeting and can't complete the entry until the day after,
this will then add the next week's interest to the repay loan (which will cause
an issue as they have already collected the funds from the client most likely).
Should have the ability to back date the repay loan up until the last payment
made to the account.
