After migrating client data, when clicking on Apply Payment, Mifos throws a NPE
REPRO:
1. Find a client detail page
2. Click on View Details under Client Charges
3. Click on Apply Payment
EXPECTED:
Will bring up the payment page, even if there is no payment to be made
ACTUAL:
NPE is thrown
