View Questions - show all questions or only active questions?

With the addition of the active/inactive status, it is unclear whether the view
question list should show all questions, only active questions, or maybe show
an indicator next to questions that are inactive?
Currently the View Questions page shows all questions, regardless of status. I
recommend flagging the inactive questions or putting them in two categorized
lists - Active first, followed by Inactive.
