Description:
With the addition of the active/inactive status, it is unclear whether the view
question list is all questions or only active questions
Currently the View Questions page shows all questions, regardless of status.
change this to put indicator next to questions that are inactive like the
question bank page.
Also, make the header font match the size of other Admin pages.

recommend flagging the inactive questions or putting them in two categorized
lists - Active first, followed by Inactive.
