Add new "Batch Jobs" page for Batch Jobs management. This new page should have 
the following functionality:
 - all configured batch jobs from tasks.xml file should be listed with the

   - next start time
   - cron trigger expression -\[EDITABLE]-
   - priority (1-10) -\[EDITABLE]-
   - status (active/inactive) -\[EDITABLE]-
   - -dependencies \[EDITABLE]-
 - general quartz status should be displayed (active/standby) \[EDITABLE]
 - there should be a possibility to run specified batch jobs on demand
 - there should be a possibility to update tasks.xml file -(save all changes to 
file)- (upload new tasks.xml file)

(http://groups.google.com/group/mifosdeveloper/browse_thread/thread/c23908b0c0683c4f)
 Batch Jobs UI should be more read-only than in original design. I will add 
final acceptance criteria when Quartz/Spring Batch integration will be finished 
from the backend perspective.
