This fix has been tested and has been move to production.
Next steps will be to figure out how we want to incorporate the fix into the
1.6.1 hotfix release. The changes have been committed to the 1.6.x branch as
is for now. We need to decide if we will leave the fix as just a batch job or
if we want to incorporate it into a db version upgrade as a data migration step
that we know will be run.
Whatever we decide on for 1.6.x will also need to be integrate into the
mainline development.
