Can't apply adjustment on a just-paid fee. Same behavior in 1.6 (demo server)
and latest 1.6.x build.
Repro steps:
1. login to demo server - http://demo.mifos.org/mifos
2. search for Center3, 0004-000000012
3. click Center Charges, View details
4. notice in recent account activity the recently paid fee - 26/09/2010,
Payment rcvd., 10.0
5. click on "apply adjustment".
noticed last payment made to reverse - 0.0
expected this amount to reverse to be 10.0
