If migration of any survey instance fails the migration of only that survey
instance should be skipped, not the whole survey.
But actually the migration process stops after it encounters an invalid
attribute in a survey question and the rest of the questions in that survey and
the other surveys (which should be migrated after that survey with invalid
attribute) are not migrated.
