Making a savings account active takes 10 times that of a loan account

Noticed during DW testing.
took about 3 or 4 seconds to make a savings account active... which is not
disastrous... except doing the same for loan accounts was instantaneous...
leading me to thing that something is amiss there... might be the schedule
changes done in 1.6 don't cover savings or it might be some rogue query
(haven't debugged it).
Just putting this here as a placeholder if anyone is interested. I reckon some
could suss it out in a couple of hours and then it depends on what the problem
is as to how long a fix would take (I'm sure something is amiss)
