As you say John, very strange piece of code. using 1st of jan 2006 as the start 
of the fiscal and from that point determine a valid interest calculation or 
posting date. As part of the work in MIFOS-3866, MIFOS-3867, MIFOS-3868 we are 
refactoring the way dates are calculated so i'll link this issue and make sure 
its resolved also.
