The scenarios below seem ok:
Scenario:
* client A was created when survey #1 was active on client creation
* survey #1 is marked as inactive
* survey #2 is loaded and is active for client creation
* create client B
* survey #2 is included when creating client B
* goto client B page and click "View Additional Information"
* only survey #2 shows up
Scenario:
* survey #1 has "view client" flow enabled
* survey #1 shows up in the list when clicking "Attach a Survey" from a
client page
* survey #1 is marked as inactive
* survey #2 is loaded and is active for client creation (but not view)
* no survey shows up in the list when clicking "Attach a Survey" from a
client page
* edit survey #2 and add "view client" to the "applies to" list
* survey #2 shows up in the list when clicking "Attach a Survey" from a
client page
