It is because last meeting date for this customer is 2010-11-10 but transaction
date is 2010-11-09.
I see that meetings are defined as "Recur on First Monday of every 1 month(s)"
but in fact I see it is "Recur on Second Wednesday of every 1 month":

action_date desc;"
