Currently, when the Answer Type is set during Question creation, it cannot be
changed.
User should be able to edit the Answer Type of a Question after a Question is
created.
Possible workaround of de-activating Question in order to create new question
does not work, as it is not possible to create another question with the same
name, even though the first question is de-activated.
Workaround in place is to change the Answer Type in the database.
