Agree that it could be troublesome, but disagree with the workaround - should 
never change things directly in the DB in case it has repurcussions that we're 
unaware of.

Instead, the workaround should be to both de-activate the bad question, and 
rename the bad question to some name like INVALID question - so that you can 
create a new question with the question you want.
