With 1.7.x, set language to FR.
Navigate to different Admin ftl pages like View Organization Settings, Define
new fund, Define new Savings product, etc.
Note the tabs on top of page change from "Admin" when on Admin page to
"Administration" when on ftl pages mentioned above. (occurs for more than just
these examples).
