As part of the work in MIFOS-4305, I had to create a serpate 'services.xml'
called apponly-services.xml and forced this file to be outside of the
'applicationContext.xml' but still within the web application context.
This was to ensure we could use API form appdomain without problems or without
introducing lots of dependencies that shouldnt exist.
So we need to refactor the service facades so they do not use httprequest and
other web related dependencies.
we need to complete move all behaviour of the deprecated LoanServiceFacade onto
LoanAccountServiceFacade
and we need to find out does questionnaire migration code remain post 2.0 or
should it be removed..
