MFI Progress Report: months are failing to translate

Running MFI Progress report locally with attached test dw db results in "null"
appearing for month values.
Repro:
1. use attached dw
2. run MFI progress report for two different months
3. View report, note tomcat console
On tomcat console, see warnings:
19:03:03,312 WARN [ExpressionDataRow] Failed to evaluate expression 'translate_
month'
19:03:03,312 WARN [ExpressionDataRow] Failed to evaluate expression 'translate_
month1'
19:03:03,312 WARN [ExpressionDataRow] Failed to evaluate expression 'translate_
month2'
On report see:
Period 2: <null> 2010
