This behaviour was caused by the fact that these loans didn't have 'Include in
Loans cycle counter' setting enabled. This wasn't clearly written in the
mentioned documentation, that only loans with this settings influence client's
loan cycle.
I have extended this test to also enable 'Include in Loans cycle counter'
setting for the used loan products and now everything works as expected.
