Incorrect error message when trying to disburse Loan with past date

When you try to disburse loan that was created in the past, after you click
'Submit' button an incorrect error message appears.
Repro:
1. Login to Mifos
2. Search for client with loan account created in the past and with
'Application Approved' status
3. Open Loan account details page and click on 'Disburse loan' button
4. On 'Disburse loan' page select the 'Mode of payment' and set date e.g.
28-01-2009
5. Click 'Review Transaction' button
Expected result:
Error message appears and it is not possible to continue Loan disbursal.
Actual result:
After clicking 'Review Transaction' button no error appears and next page
appears. After clicking 'Submit' button the following error message appears:
'Disbursal failed. This loan may have been disbursed elsewhere.' In this case
error message should look like: 'Disbursal date is invalid' and should appear
on 'Disburse loan' page after clicking 'Review Transaction' button.
