MPESA disbursal does not match 'Withdrawn' amount with the amount of loan minus
fee applied

What the MPESA disbursal should do is see the account in that row, (the loan
account for 2000, with fee for 100) - do the subtraction (get 1900) and then
match 1900 with the amount in that row. If it's a match, then it should log
the disbursal of 2000 and fee of 100 paid.
So it should be trying to match the amount in MPESA with the amount of loan
minus fee applied.
Current implementation is trying to match the full loan amount instead.
