According to Export Mifos Loan Disbursals specification, if 'Maximum MPESA
Disbursal Limit' property is not set, then all disbursements should be thrown
with ERROR - "Maximum Disbursement Limit NOT defined."
Currently, if you disable that property in configuration properties file then
all disbursements are not thrown with error.
This could be done later because there is a note in the specification that
limit for disbursing is hardcoded in the report right now and there will be a
parameter when Pentaho will be integrated into Mifos. This integration is
scheduled for 2011.
