Redo loan workflow does not work in Mifos 2.0 with Questions Groups

If there are questions attached to the loan workflow, it appears that the redo
loan feature redirects the user, after answering the question group, to the
create loan workflow.
REPRO:
1. Create a question group for loans
2. Start redo loan workflow
EXPECTED: Complete redo loan workflow
ACTUAL: Loan moves to create loan workflow
