The problem with (a) as done in MIFOS-4789 is that it's a "build step" - it 
doesn't actually work in workspace, only in the packaged WAR.

Ideally, if the *.properties files as received from translatewiki was already 
native2ascii'd, which simply means that the *.properties files should be 
ISO-8859-1 encoded with unicode escapes instead of utf-8, then it would 
directly work in the workspace. It's not a big deal, but I'll see if 
translatewiki is willing to offer this (as an option?).

This issue really is AKA "make translations (on old Struts pages only?) work in 
the workspace and not just in the WAR".
