I want to stick with UTF-8 encoded resource bundles.

* We have a workaround (MIFOS-4789).
* Once the ui conversion from Struts/JSP to SpringMVC/FTL is complete, the 
workaround can go away (since Spring's ReloadableResourceBundleMessageSource 
supports UTF-8 encoded Java properties resource bundles).
* Yes, UTF-8 is not what methods like Properties.load() and Properties.store() 
expect, and this can cause problems with old frameworks like Struts 1.
* I agree it would be nice if translatewiki.net supported other file encodings.
* I don't want us to use XML resource bundles for localized messages. I just 
have a thing against XML.
