Separate issue MIFOSADMIN-397 relates to deployed file versions problem.
Although of concern, it doesn't really explain the ETL communication errors.

Hosted ETLs don't load in correct initial data and data definitions
(load_mifos_datawarehouse.sql) because the latest git version of
etl_prod_build.sh isn't being used to run hosted ETLs. Looks like someone must
have (on getting errors running an older version of etl_prod_build.sh) copied
the contents of load_mifos_datawarehouse_stored_procedures.sql into an older
version of load_mifos_datawarehouse.sql
The older version of the load_mifos_datawarehouse.sql had 2 entries in the
table stg_etl_run_history. These entries were wrongly left there in v1.1 but
didn't matter as nothing looked at them. V1.2 does look at that table (and
those entries are no longer there).
This explains why, when the ETL falls over, a date of '1900-01-01' rather than
ERROR can be seen on the dw reports parameter page.
Although of concern, it doesn't really explain the ETL communication errors.
