SECDEP: Branch Progress Report - incorrect User Title name in "Branch Staffing"

In Branch Progress report, "Branch Staffing" section has the following:
# Anoring 7
# Branch Manager 2
# Total Staff 9
The counts are correct. But the label "Anoring" is not correct. It should be
"Project Officer. There are 7 users with the "Project Officer" user title. But
for some reason the label is coming as "Anoring" which is the name of a
province (Ethnicity is configured to be displayed as equivalent for Province
for Secdep instance).
