Incorrect validation message for negative amount of deposit/payment

When you enter negative amount into deposit/payment field, then the following
validation message appears: "The Amount is invalid because" but in this case
message should be: "The Amount is invalid because only numbers or decimal
separator are allowed."
Repro:
1. Login to Mifos.
2. Go to any loan/savings account.
3. Click on 'Apply payment' / 'Make deposit/withdrawal' link.
4. In 'Amount' field, enter "-10".
5. Click on Review Transaction button.
Expected result:
"The Amount is invalid because only numbers or decimal separator are allowed."
message appears.
Actual result:
"The Amount is invalid because" message appears.
