It's not possible right now to hide links in admin page based on configuration
or security. Similar argument can be given that if you don't have permission to
create/define load then link should not appear.
Do you know any such example on admin page? I think hiding link would require
quite some logic, or a nasty hack.
I would recommend that we let the link be displayed and create another story
for hiding links in admin page (or any other) based on security or
configuration.
