Udai,
I think that the best solution in that situation (when
REST.approvalRequired=false) is to display page (after clicking on 'REST API
Approval' link) with the message that REST Api Approval functionality is turned
off. Optionally we can leave this page as it is but add message in red that
REST Api Approval functionality is turned off.
