Am I correct in understanding that one cannot at present apply a miscellaneous
penalty to a loan once a payment has been made against that loan? If that is
the case, then there seem to be two features here - the ability to (manually)
apply miscellaneous penalties against loans that have been partially repaid,
and a facility to automate the process of applying penalties to loans in
certain circumstances.
