Description:
Currently, when a fee which is a decimal number is applied (i.e. 19.9) the
round-off is applied as interest in the last installment. This happens even if
the interest rate is zero, which is debatable.
Repro:
1. Create a lone account with zero interest rate
2. Apply a one-time fee which is a decimal(i.e. 19.9)
3. Disburse
Repayment schedule will show the round-off, (in this case 0.1) as interest in
the last installment. See screenshot.

1. Login to Mifos.
2. Create GLIM Loan account with zero interest rate.
3. When account is in pending approval state, add one time fee.
4. Approve loan, disburse loan.
5. Click on "Show" button in GLIM table.
Expected result:
There are no interest amounts in individual schedule.
Actual result:
Interest amount is displayed on GLIM Individual Schedule.

Moving to unscheduled, as the way this should be approached needs to be
researched. I also removed the GLIM component, since this doesn't affect GLIM
loans only, but all loan accounts with zero interest reate.
