Some thoughts:
This *could* be achieved by the Quirksmode tutorial's image replacement
example, but that doesn't entirely work without JavaScript enabled either.
Also, if you're going to replace the form button with a localised image word,
that seems... ungainly, to maintain for the many translations that Mifos
supports.
I suppose the answer could be in using an icon that's not specific to any
language (like an arrow or something), but that has its own drawbacks
(replacing default browser behaviour -> some users may not immediately realise
what the icon means).
