Description: I'm trying to create a new Client . I fill all mandatory fields. 
I browse and select  with  a  local  picture  to upload (E:\CIMG4083   > 300 KB . jpeg).

When I click on Continue button , instead of getting some alert about the picture size,  I get the error below:

java.lang.NullPointerException
at org.mifos.customers.client.struts.actionforms.ClientCustActionForm.validatePicture(ClientCustActionForm.java:398)


Please notice that even if the picture's file extension is not .jpg or .jpeg I get the same error.
Summary: Impossible to create Validation fails when creating  a new Client with a picture  with size > 300 KB
