Hi Michal,
The scope of MifosX-75 (Bulk loan reassignment) is limited to Loan reassignment, So the actual transfer of loan Officers is not within the scope of this issue
So,

Moving a client "client1" from a Loan Officer "A" to a Loan Officer "B", would mean that you are in effect moving all Loans of "client1" which are monitored by Loan officer "A" to Loan Officer "B"
In the UI, we should ideally be showing a tree of Clients with their active loans as child nodes (loans which are monitored by this loan Officer) under them after selecting a loan Officer.
So, a user should be able to select Clients (and all loans under him would automatically get selected...like a checkbox tree construct) or Individually select only the Loans he wishes to reassign.
