End objective is to have reference UI functionality that
1) shows all Mifos X functionality clearly and allows permission setting on them (i.e. if you want to know what functionality is available in Mifos X just look at the permissions UI).
2) capability on the reference UI to not show functionality that the user doesn't have permission to use.
Main Changes:
1) Read permissions added.
2) Naming standard of permissions changed to ACTION_ENTITY format
e.g. READ_CLIENT, UPDATE_CLIENT, CREATE_CLIENT, DELETE_CLIENT
also _CHECKER permissions added for maintenance tasks.
3) Maintaining permissions for a role updated to a better UI. Also, maker-checkable tasks and permissions UIs added.
