In the system administration menu add options that
i) displays the list of reports and allows the user to click links to update and delete reports
ii) allows the user to create a report
One piece of the create/update functionality should be to allow users to decide if a report is or isn't shown in the reporting UI (field use_report on stretchy_report). This is the major reason for this story, the other is to paste in and amend the report_sql.
Other integrity rules to be decided. Also, linking parameters to reports and maintaining parameter meta-data can be later stories.
