Bug fixed properly. The problem was connected with incompatible version of Pentaho Report Designer and Pentaho library used in Mifos.
With higher Mifos version than 2.6.0 it is possible to use Pentaho Report Designer v. 3.9. With Mifos 2.6.0, there is a need to use Designer v. 3.8.
