Description:

by default, mifosx is configured with maker-checker processing disabled but it can be enabled.

However, once enabled everything was configured to go thru maker-checking processing... which is not likely to be needed and is also a pain to have to turn off the vast majority of transactions.

So, this jira is just to ensure that the default mifos x installation comes with no permission/transaction preselected for maker-checker
