https://demo.openmf.org/api-docs/apiLive.htm#glaccounts_create has instruction for creating ledger accounts with a "Parent" using the option "parentId" property.
The current Reference UI only allows creating a flat COA (Accounts can be created at Accounting->Chart of Accounts->Add an account)
Here, allow an account to be optionally associated with a parent (similar to creating Offices Administration->Organization->Add Office).
Finally, we would want a new screen (or popup) which displays the entire chart of accounts as a Tree (hierarchical Structure)
The API's might also require minor modifications (leave a note on Jira if you have any queries regarding the same)
