The idea was that if they didnt want any withdrawal fee you would just leave the field blank rather than enter a value zero in it and if people enter zero they get a validation message saying 'A withdrawal fee cannot be zero' - so looks like the label is not transalated 'validation.msg.savingsproduct.withdrawalFeeAmount.not.greater.than.zero' into english message but the behaviour is correct.
