The fee annual collection fee data does not need a year, since it is a recurring date.
I am a bit unsure on how the automated fee should apply for a backdated transaction.
i.e the client is being created on 2011, so we would need to run the annual fee job for 2011 and 2012 (one simple way would be to run it immediately on client activation for backdated accounts)
