You could add extra setting there to support that the 'annual fee' is applied exactly one year after the activation of the savings account but nobodys asked for this so wont be doing it until they do.
Its more likely that people would want to align it with some day of month in a year like the the financial period or some other date that MFIs decide to apply these type of fees to the account. For now the existing day of month approach facilitates that.
