I still strong believe that the wiki is not a good medium for software documentation. Documentation is a major part of what makes up 'software' and it should be delievered with the software and versioned in the same way to avoid any confusion of how to use that version of the software or whats in it.
That is why i believe the documentation format should be something like HTML, its easy to deploy with software on public servers or on local filesystems.
You could 'export' JIRA to html (https://confluence.atlassian.com/display/DOC/Exporting+Confluence+Pages+and+Spaces+to+HTML) but not sure its worth going that route.
