with respect to 'transferring clients' to another branch and their accounts.
Whats the problem with updating the 'office' of closed accounts to the 'new office' rather than leaving with old office? You as may as well update the 'closed' accounts with the new office as it wont affect things anyway?
If you are storing historical reference of office account is associated with - when a transaction is added we can always use a temporal pattern to make sure the transaction goes against the right office based on the date e.g. getOffice(date)
It seems you need to introduce this sort of temporal pattern for anything associated with a Office
