So the real issue here is with inconsistency with the api i.e while creating a client we can set an activation date in the future but while activating a pending client, we cannot set an activation date in the future.
Since both scenarios seem valid, I would suggest the following
1) At the platform level, remove this validation (activating a client in a weeks time etc sounds like a valid scenario)
2) If required, allowing only selecting today's date or lesser in the new community app both on client creation and updation by graying out future dates in the date picker.....
