If you can set an activation date in the future when creating a client then that is a bug. You are not allowed do things on future dates in mifos in general.
So at platform level you should add the same validation that happens at 'activation' step to the 'creation' step of client.
On UI it is nicer to now show future dates on calendar/date picker when doing these things like in the reference app.
If theres is a requirement from some customer to be able to 'activate' clients in the future we would have to look into the request and understand the context and need behind it.
