My apologies, that's not correct. If you assign someone to be a loan officer, they will be limited to viewing clients that are explicitly assigned to them. If you assign an user to a branch, they are limited to viewing data that is related to their respective branch.
So I think for you issue Joe, if you and your wife must be assigned to branches, to create a third issue, like the default Admin account, to view all system users through the interface. That said, my suggestion about building a report should still work as well if its vital for users assigned to branches to see users from other branches.
