Tze, Can you describe in a bit more detail why you would want to create more than one head office? If we understand that we might be able to give you better suggestions.
But, that being said Mifos supports 5 levels of offices: HO -> Regional -> Divisional -> Area -> Branch. HO and Branch are the only mandatory ones. You could change the labels for all of those so you could effectively turn the regional level into a head office level. But without knowing what you are trying to accomplish, its hard to say if that would work for you or not.
