Thanks Ryan and Kay,

I include the custom config files in a conf/ directory inside the
MIFOS app.  I include a listing of that directory below.

ghac...@ifira:~$ ls /opt/apache-tomcat-6.0.29/webapps/mifos/conf/
applicationConfiguration.custom.properties  local.properties
mifosBeanConfig.custom.xml  mifosChartOfAccounts.custom.xml

The conf directory is in the correct path.

ifira:/home/ghachey# env | grep MIFOS
MIFOS_CONF=/opt/apache-tomcat-6.0.29/webapps/mifos/conf/

I also keep a close eye on logging as I deploy (and re-depoy) with
tail -f /opt/apache-tomcat-6.0.29/logs/catalina.out (Unix tool).  I
crushed all installations that gave me errors until I got it error
free and saw the custom configurations being used at tomcat startup.
But Kay, I don't see mifos.log.  I only see BIRT runtime log files in
mifos/logs/.

I will try again an installation from scratch and submit full logging
if that can help.  I wish I could just edit in DB because now I have
to migrate data :(
