That's very interesting... Not sure what's going on here, but its something
I think worth looking into (don't have the time to dig into it too heavily
at the moment), so I filed this issue:

Might be a great volunteer bug for someone to dig through Mifos and
determine the correct behavior for these dates and determine if its
consistent.
